Don't worry to much about the Biden restrictions, they will only affect Federal lands (Peregrine), Icewine is State and will be unaffected by any Federal decision.
I agree with your Icewine#1/2 sentiment but we should not be put off with a new location, which looks to be North and East. If this is the location, it should overlay with Alpha, a target that was highlighted by the company years ago. So there could be an opportunity for multiple targets.
This location should have been targeted earlier (cheaper and easier to drill and easier to bring online if successful) and I know that quite a few of us quizzed DW at the time about it, alas the company direction at the time deemed it not worthy.
Well here we are.
