It seems a lot of projects and shareholders are at the mercy of funding no matter how good the outlook, agreements etc are.

So potentially even if directors have shareholders at heart, the ones with the funds can just say nah thanks and force a VA. So essentially shareholder funds are being used to build projects, build partnerships and set up agreements all for the debt party to pull the rug and say bye bye shareholders. For some fund to the buy off all the assets and work done for pennies.
