There was also other news in the past that was marked as "not price sensitive" when actually it did have a decent effect on mining costs - at least in my opinion. I believe this was the announcement regarding the hydro power line.
However, in this case, I don't understand why you guys are bashing Bass Metals. I would have done the same in their situation. Yes, it gets diluted again but what are the other options? To file for bankruptcy? We can easily buy more shares at todays even lower prices.
If they get approval on those terms I believe it would be a positive sign that stake holders are supporting the direction.
