Seems like an ignorant thing to say when the largest green bank in the world worth $3 billion was set up only 5-months ago in China. A program which is investing in international projects of all shapes/sizes.
I know start-ups in the UK cleantech space which have commenced discussions with Chinese investment managers with nothing more then a PowerPoint slide show.
