Chinese Reserve Bank --> $3bn wholesale debt --> investment banks (including US/UK bulge bracket) --> investment managers --> cleantech companies aimed at Chinese market
I don't understand what you are getting at when you say "WHO gets the money?". This is not the first time China has setup an investment platform with the AIIB being one of the most successful in the world.
From a commercial/business point of view having a satalite office is a brilliant idea in connecting international markets. Do you think the Chinese take half of the BHP profits because it has an office in that country? I assume you think the same about Blackmores and other ASX200 then as well.
