Without CFDA approval in the bag, I doubt UOB could raise anywhere near A$260M.

The stated usage of raised fund is interesting, "Funds raised from this listing will provide substantial working capital and fuel the research and development of innovative mobile health solutions and enable continued investment into state-of-the-art manufacturing facilities."

No mention of "boosting sales", "market penetration", etc. Perhaps, sales is not the problem (with already billions in MOUs). But keeping up with the demand is! Furthermore, ramping up R&D will ensure continuous products demand.
