I think it's fairly clear that the 20nm lot is in response to industry feedback - PL5 and PL6 were never on the scope of work. We were told a successful megabit array would be enough.
Given the years wasted spinning wheels with the etch problem - it wouldn't surprise me if 4DS disappeared from the radars of many industry players. Just another tech with promise that failed in development. Now the company is back, the goal posts have moved as time has marched on.
I'm not as jaded as you to think the new variable resistivity capability is an opportunistic/cynical pivot.
