Yeah they could've committed most of the $40 million in the 4DX bank account to this project, then do a CR soon afterwards for general operational costs.
From the reading I've done on matching grants so far today, this seems to marry up with what 4DX has done:
"Matching grants are conditional awards that require an organization to raise a specified portion of the grant through solicitation of new money and/or in-kind contributions, depending on the stipulation in the grant guidelines."
Yeah they could've committed most of the $40 million in the 4DX...
