Unless Ian has failed his ASX duties by sumitting the ASX announcement incorrectly, a theory is incorrect that Fred provided the capital and can only be someone who owns less than 15%. The announcement states the issue was not related to a raise that requires approval. Hence most likely EM or other sophisticated who were part of the previously announced raise.
