Is Indegineous land title approval also part of a Gov't approval?

From what I have read - CLZ have the following milestones to complete in 2021:

• Mining Access Application – now complete by the lifting of the Objection;
• Commencement of Native Title Negotiations (expected completion 26 Dec 2020); almsost two months behind...
• Consent of Native Title Approval; not sure if this is gov't approved or how it's dealt with...any suggestions from anyone?
• Mining Lease Approval MLA 74/249, I guess this will need to be approved by the department of mining and environmental services?
• Mining Plan lodgement - CLZ to attend to this once the mining grant has been approved.

If the above three (bolded) can be achieved/approved say in next few months - then the upside will start looking pretty good (IMO).
