Prior to 2013 when the uranium ban was in place, there had to have been a limit, otherwise there would have been no mining at all, due to the fact that uranium is present everywhere. You can't dig a patch of dirt anywhere in the world without finding a trace of uranium.
So technically they have just reintroduced the uranium ban with a better-defined limit. It doesn't matter if you're exploiting rare earths or gold, the 100ppm uranium limit applies.
