IMHO it's because the goal of achieving a lower price for the Capital Raise has been achieved, so no need to hold back!
An analogy, a precurser to a Capital raise is a bit like checking with the bank that you can get a loan for a property purchase, but in the stock market the one/s asked &/or arranging the Capital Raise don't just operate in one side of the market/on one side of the trade!
