Josh the first part completed is for sophisticated investors, large shareholders.
Other shareholders can participate in the later SPP.
But beware sometimes SPP's are scaled back so don't assume you'll get the full alloaction up to $30k (& I think FLT has done this previously).
Especially when the price rises above the SPP price.
So read the SPP documents carefully.
