hi - no they have 160 odd million in cash. their CTD shares is 1.4m now so x the CTD SP of 11.68 they have another 16M in liquidity to access that i think they have said they do not plan to hold.
Unless they think there is a sustained period they will need the cash it makes no sense unless they have an acquisition plan in place or they are about to announce a buy back.
heck a company could buy HLO taking out a loan for the full amount and use the cash to pay the interest while scooping the residual profit each year and then offload at a higher multiple.
