It would make sense HLO buying WEB but not the other way round in my view.
HLO is primarily B2B/Wholesale and Consolidation/Agencies without a strong online B2C platform where as WEB doesn't deal with Consolidation and I am not sure about their Wholesale experience.
The problem I see also is HLO can't really move into a serious B2C Online space without a conflict of interest with their member agencies as they would be taking sales away.
Those things aside, not much distance between South Melbourne and St Kilda, it could work.
