Market has lost confidence in Management. They have never met an announced milestone - can't meet their own expectations let alone the market. If they do achive 24hr sustained production this month, it will be the first ever milestone they have met. I don't think it will move much on speculation. Market will want to see hard evidence like a line of bags full of MgO.
