There were a number of aspects that need to be finalised, and your six dot points demonstrate the plant was not ready for restart. So no, the plant was not ready since last year. My understanding of readiness is obviously different to yours. The only thing that is holding up the show is the EPA from what I understand. It is likely a pending announcement, but as the EPA matter is critical, the other 5 items you list are superfluous to engage at this point in time. What matters is they are sufficiently pre-organised, otherwise we would be burning additional funds for no good reason, until all systems are go.
