That's not how it works lol. If you've ever participated in CR's for sophisticated investors they have less than 5 hours to make an investment decision. Sometimes even less. They can bid for an allocation which most likely won't receive anyway usually scaled back. Then they make the payment in which they have about 2 days anyway to allocate funds. A company if they get the money they need/won't look back at trying to take more, especially not on an over subbed raise. So you can only presume wherever this 100K is coming from is someone of significance/importance of some sort. Anyways we will find out anyway. $100k is not much but for a company that is 14mil it will slot them into top20 holdings.
