To my knowledge there's nothing that would prevent them from paying (say) $20K plus the options instead of (say) $30K based on their own discretion in consultation with the provider.
I believe the disclosure would be identical in both cases, I don't believe there's anything in the announcement that says there was no cash component to the services.
Once again, because the announcement is for options I personally believe it's likely to be that type of situation. You may have a different opinion but I don't see how we can know either way (another reason I'm not happy with these cute allocations).
