This is true, however, anything at 17.5 cents is going to be bought back up to 18 - 18.5 cents.
Sure, you can have a bid at 17.5 cents, but it might not get hit. I could be wrong but fundamentally speaking the company will go bonkers sooner than later and many others will have the intention of having bids at 17.5 cents to get in at the same price as the fortunate buyers who bought in at the right time to participate in this SPP.
Also, even though it is not a lot of money, why would you have a bid at 17.5 cents instead of purchasing the SPP? it cost you fees to purchase on the market whereas on SPP it does not. If it dips below 17.5 cents, it will make sense to purchase on the market instead of SPP. Also, ethically speaking, I know people naturally have their own self-interest in mind, but if you are willing to invest in a company and believe they will do wonders for cancer patients, why not purchase the SPP and have the funds go directly to them to help their cause?
Don't get me wrong, if it goes below 17.5 cents then hell yeah buy on market but if you could choose to buy on market for 17.5 cents instead of an SPP for 17.5 cents, it just does not make sense!
