I'm not sure what you are trying to get at, but let me have a go ( once again) at answering -
The options being issued by the company are for the consultants only.
The options are to pay them for their services ( instead of cash).
For all other holders / investors, this means further dilution if the options are exercised for common shares.
The only upside is that the services have been achieved without cash payment ( which clearly this company can't afford)
