If the top holders want to assist the company now then initiating a broad accumulation over the next few months would go a long way to helping.

Accumulation could drive a significant uptick in the daily volume. This would enhance the ability to raise funds through the Gem agreement. It would also tick the shareprice up. Both of these actions would then provide confidence to the small retail holders that are considering taking up the SPP.
From the top holders perspective the dilution would be slightly less and more importantly the company would have the necessary funds to implement operation and sales activities which should flow again to increased shareprice and hence reward for them supporting the company during this critical time.
