could be - but I would think it's more likely they are planning on doing less rather than more. Makes sense for a majority shareholder who might not want to be involved in the management and operations to cede control of the development division to another entity and hold the value in development and reit businesses through the shareholding - sit back and collect dividends.
As I said, I suspect they would like to exit, but not at current prices of half NTA. They have been steadily increasing their proporional shareholding over the last few years by full participation in the DRP and almost continual share buybacks.
