Jeezus. Thats insanity. I guess that the wisdom is that, people wont miss it once they are gone. If family's complain, they will be reminded subtly no doubt that the state can collect the rest of it, in various opaque ways.
Thats gold bullish for those who have the means to pay cash. Better to pay for it and bury it in the backyard rather than hand most of it over to the state.
