Its a good deal for shareholders. The old pref shares were far too generous - they were "preference" with a capital P. The new series are aimed at the SMSF market who like fixed interest and have lapped up an ever increasing number of hybrid issues on the market.
As you said, why would anyone take up their entitlements? - but there is a demand out there. And shareholders get an equity injection at above NTA with annual costs less than dividend - much better than a conventional capital raising.
