The use of funds looks reasonable to me. 20% of the raise is for working capital and the rest is fund the project. Not sure how you think this $ could be better spent.
No point raising heaps now and diluting everyone to buggery, much smarter to re-raise down the track at a higher SP after they have put some runs on the board.
