How on earth would you expect them to foresee the SC decision dragging on as long it has? The company obviously wanted to raise the bare minimum it needed to get through to a favourable outcome and on to all the funding and offtake announcements that are set to come on the other side of it. I really don't think there's much point having sour grapes over what has transpired, they did what seemed the most prudent option at the time.
