It is a further expansion of the at market issuance program. PBT can effectively raise money at market paying a 3% commission. Hopefully they don't cap the price every time it looks like rising. If I were the company I would be utilising this facility at a slow rate unless someone wants to build a large strategic stake.
Judging by the size of this available raising it looks to me like PBT are planning to go it alone with PBT2.
