The announcement is factoring in likely changes that will come about on the back of the RC Final Report (apologies if you're picking up some condescending tones).  See below for the changes taken from an online article I can't be bothered referencing:

The financial services royal commission’s final report recommended new superannuation measures be put into place, especially in order to prevent high fees from eating away at low balances.

    • Fees will be capped at 3 per cent for low-account balances containing $6,000 or less.
    • Exit fees will also be abolished, ensuring Australians can switch and consolidate funds without penalty. The Government has claimed that measure combined with the fees cap will save Australians $570 million in the first year.
    • After 1 July 2019, those low-balance accounts will also be auto-consolidated if left inactive for a period of six months. With one-third of super accounts in the system estimated to be unwanted additional accounts, it’s a significant move forward.
With what you're suggesting (predatory/unethical practices etc.) essentially it's like a cop pulling you over in your car and giving you a fine for doing 60km an hour in a 40km zone back when it was a 60km zone.

The rules of the game have changed - AMP like ALL Wealth Management Arms need to and will be abiding by this future regulation likely to pass.  None of the proposed changes stand out to me as being neither unfair nor specific to AMP - AMP just happen to be the largest wealth manager in the business so obviously there's going to be some effect here on earnings.

You'll note per the link below that changes in this space are constant and ongoing and will continue to be the case into the future:

Unrelated to the above but Macquarie have kept their rating at 'Neutral' but cut from $2.50 to $2.30
