    From my experience companies like TE don't just walk in & operate for nothing, they would have demanded PRL give up a substantial % of the ownership of this project. What ever the outcome the BOD is required to operate in the best interest of it's shareholders, without any evidence to suggest otherwise I would have to assume they have done just that.
