I can only imagine they were expecting prompt approval from the TGA.
Potentially erring on the side of caution by having things open and ready to go for when the approval comes through...versus waiting to receive approval then scrambling to get things sorted (I would imagine this path would've also garnered disapproval from certain shareholders too)... damned if you do and damned if you don't.
