AGR have previously stated that they could begin construction of the phosphate plant but they will hold off as a gesture of good will. At the time the wording of the announcements had a tone that a settlement would be soon reached.
The wording now is "potentially finalize" and "possible settlement" and working towards a written draft.
They should commence construction and run any case settlement in parrallel. If the case has no merit then ultimately it will be unsucessful.
On the current trajectory it could be some time and before this is resolved.
