i think the fact the company did not commence build of plant tells us there is more to the story

to say "we can proceed whether the prosecutor likes it or not" and then not proceed tells us we havent been fully informed.

if we had proceeded the oppis would be in the money and we would be fully funded and production would be imminent and we would be a success

at some point the penny has dropped and the company has realised or been told that the project will be squashed because some well connected rancher doesnt want a mine in their backyard
or
international fertilizer have corrupted the gov authority that is pulling the strings
we have failed to act in the face of the reality of how business is done in Brazil
