on 24th November 2018, the Prime
Minister and Mines Minister of the DRC declared Cobalt, Coltan and Germanium as
“Strategic Mineral Resource”.
Under the executed decree, the strategic minerals will attract a royalty rate of 10%,
up from 3.5%.
Lithium was not included in this ruling and the royalty rates for lithium remains unchanged.
