I would say maybe he meant when its in full production ? But there is always a element of time to get accommodation fulltime as we know Labor has opened the flood gates to immigration so hardly no homes to rent in Australia or Armadale limited. He is thinking ahead which is good to see.
and if not the above at least have accomodation for shut downs etc
