My understanding of the underwriting with these sorts of 'share issues', is that underwriters agree to take up the "left overs".
Given only around half of the rights were taken up, why wouldn't the existing shareholders supportive enough to have applied for "overs", be rewarded for their commitment and given all that they asked/pre-paid for?
