re: Ann: PWEP Offshore Pipeline Installation ... normally rock ballast . You cover pipes and foundations that aren't sub floor so that they have protection from erosion, no movement and also prevents a dumb boater or trawler hooking up on the pipeline.
You do it after connections as it is easier to fix anything while not covered while still accessible
That is my guess but I don't know what the had in the spec
