No double dipping - looks more like major holders or at least some of them didn't take up their full allocation and passed them on to another party ? They would have just been able to pass this through first as a 708 you don't need to wait for the prospectus or disclosure documents for retail holders.
Pretty sure if you look at the numbers on the retail component - its minus the top 4 holders.
Be interesting to see 604's and who did or didn't take all their allocation.
Tribe might still take shortfall from retail though ?
