Old MKM management that were issued shares as part of the takeover. ....It may well be a combination of both however. IMO this is currently way undervalued and should sit around 18c until more contracts or news lands. The old management sell down would align with this, with the addition of a few retailers adding to the mix, but it's the ASX, it could be a Nigerian prince controlling the SP.
