Of course - I was on the fundamentals only camp for a long time, but charts can tell you a lot as a reflection of the behaviour of all market participants in the past, especially around key inflection points of support and resistance, and trends tend to persist.
They also work simply because enough market participants use them and believe they work, in a self-reinforcing dynamic.
