As a general rule it is simplest and easiest to borrow money in the jurisdiction where your cashflow and assets (security) are located, so this is not a natural lend for an Australian bank. But if they try to borrow money in those jurisdictions, the head office, and stock exchange where they might raise equity, are somewhere else, so it is not a natural lend for the local jurisdiction lenders either. On top of that they don't have a track record of profits so it is not an easy lend anywhere! That said, IMO they need to work a little harder to not look like they are avoiding raising equity because particular parties quite like getting a high interest rate return.
