I don't think they should ramp up production if the price is mid $400s. Better to let the market stabilise for the next 2 to 3 quarters and let the price ramp up slowly after that. It's not like any other major producer will be coming online ever due to the current low prices. For this to work they need a price of $500. Well of course either that or prioritise BAM.
