    No, I suspect that 4DS is targeting Storage Class Memory because it is a much larger market, and the only serious current contender for SCM (namely 3D XPoint) has - as you pointed out in an earlier post - been a disappointment.   Intel/Micron were willing to spend billions on it, and introduced plenty of new/exotic materials to the fab, because they recognised the size of the prize.  

    To get a sense of relativities of size of SCM versus embedded market, there is a recent report by leading market research firm "Yole" summarised at the following link (https://www.i-micronews.com/report/product/emerging-non-volatile-memory-2018.html?utm_source=PR&utm_medium=email&utm_campaign=ENVM_MarketUpdate_PCM_focus_YOLE_Nov2018-1).   It refers to embedded memory accounting for just 3% of the emerging NVM market in 2017 (i.e. 97% being SCM), growing to 15% in 2023, and has a schematic showing it to be crowded with a number of players.  Ominously, while Yole expects the embedded market to grow, most of this growth is expected to come from STT-MRAM rather than filamentary ReRAM.

    It is a matter of fact that stand-alone and embedded are separate markets.  It is indisputable that 4DS is targeting the former and WBT the latter (see wbt ASX announcement dated 21 December 2018: "The amended agreement is now aligned to Weebit Nano's commercialisation timetable, and also reflects the company's focus on the embedded memory market, rather than the single chip memory market".

    I'm not sure why you seek to conflate the 2, and compare apples with oranges
