Looks like it's intentionally being held down.
I have been watching for a while and any movement up is contracted by a small sell.
The directors bought several hundred thousand shares between march and July at prices of around $1.31+ and I cannot imagine them throwing their hard earned cash away.
Their last update was good so just wait to they release their results and see what happens
