"Rates won't lower for a long time as we are miles away from the quoted target rate of 2-3 percent inflation."
I won't get into a debate here for why this viewpoint is wrong however what I will say is if you're right then there's something deeply systemically wrong with the treasury market which in of itself poses several further scenarios where collateral will inevitably cause the same outcome.
