The amount of float generated by underwriting profit is sufficient.
The thing with QBE is this; By introducing the raising, they are setting up for the turnaround. A company who navigates looking forward rather than back (or fixing up on past mistakes) as most other companies seem to be doing now.
This is the type of ship you want to be onboard, with the captains steering this beast as they know how to do!
