Actually the wheels do swing out for lateral movement. You can see small jacks used in the process. So maybe right?
I still can't see how you'd get this on the existing jetty though. Perhaps the plan for these iron ore guys was to build their own? Who knows. Only they would have rights to the stockpile area as well as owning/leasing this gear and who knows whether they're prepared to share??
