Going by their business model and what they have stated from the Russian contract we should expect on going revenue from the deal. My understanding is they are doing a similar thing to makers of home computer printers. In their case they don't make money from the sale of the printer but huge on going profit margins from the sale of the ink cartridges. This looks similar to QHL but I believe they are making profit from the sale of the machine's themselves as well. They have also stated that another stream of revenue will be through providing maintenance(after a warranty period, I would expect),doing upgrades and supplying training. So yes they "should" generate revenue after this contract has been fulfilled, but like you I don't know the full terms of the contract.
If you jump on the QHL website you can look at their policy for the sale of the machines. There are two forms, one is to manufacturers using the machines for commercial purposes and the other is for R&D/Uni's. Once the later starts using the machine's and process they have developed for commercial purposes then the commercial policy applies. This is my understanding of it anyway.
