In 2018 they are showing the substantial holders including Deakin University and then the leftover institutions. This adds up to: 15.89+5.92%+3.37%=25.18%. While in the 2019 graphic, they are showing --> The reduction due to the dilution effect on WHSP, but also Deakin Uni, which will be included in the Institutional Investors component of the chart since they dropped below 5%. 12.59%+26.29%=38.88%
Institutions increased to: 38.88%-25.18%=13.7% on last year. Including the placement and the extra picked up by the PPT substantial holder.

I.e. Retail holdings reduced by (between years 2018-2019): 74.12%-60.26%=9.86%
