Yep that's correct, more gas is consumed onsite by the LNG plant compressors to compress the gas into LNG for export, then the entire east coast industrial market, "LNG plant own use" vs "manufacturing" on the Sankey diagram, it's Australia wide but the ratios are very similar for the east and west.
Australia doesn't have a gas shortage, what we have is successive governments' weak policies that won't introduce a domestic reservation for the east coast.
